our proposals is such that they can and ought to be

considered now on their merits, and secondly, that a

decision should be reached on them as soon as possible.

In this connection it has been suggested that it might

perhaps make it easier for you to deal with them in this

way if it were agreed that any capital contribution to the

University on the part of H.M.G. should be set off against

any assistance which it might ultimately be decided to

make to Hong Kong from Imperial funds, in the light of the

appreciation of Hong Kong's financial position over the

next five years for which, as you probably know, we have

already asked. If you feel this suggestion would be

helpful, we should of course be very willing to recommend

it to Sir Alexander Grantham, who will be going out to

Hong Kong next month to take up his governorship.
